The law regarding electronic communication says that every resident or company in Slovakia has the right to a telephone link of standard quality and a reasonable price, regardless of geographic location. The law also guarantees “suitable accessibility” to public phones. It’s called universal service. At first sight it is an unprofitable issue, because installing the connection to a remote region with few homes, requires different costs and revenues, than houses in towns. And many phones are targets for vandals. But the provider offering universal service, Slovak Telecom, doesn’t have to despair. The law promises that its biggest competition will make up ST’s losses.  I Pg 40
